in the public domain, and it is sent to you for review purposes

Papers recommended for publication in the
IEEE Transactions must be of high quality and have permanent
interest value, as appropriate to the purpose of an archival
journal.
If a rejection is recommended, keep in mind
that you should set forth reasons in a manner which you would
want them documented had you written the manuscript and rejection
was contemplated
