When a paper is rejected it is important that the author understand
why the paper is rejected If the reviewer comments do not provide
that information, then it is important to obtain that information
or to provide it yourself.
Sometimes, the author will ask that the decision to reject
a paper be reconsidered. In this situation, the Editor
should re-examine the paper and reviews and consider the arguments
put forth by the authors. If there is uncertainty, the Editor-in-Chief
should also be consulted. If the Editor feels the
decision should be changed, the Editor-in-Chief needs to be contacted.
